Tauros
If Tauros is your all-time favorite pokemon, I'm sorry. Twenty years and no evolution, no Mega evolution, no pre-evolution, no significantly advantageous new moves or abilities, no respect. Granted, Tauros is not the most exciting pokemon around. It's pretty much just a normal type bull with a few extra doo-dads, but some people really like bulls, and if you really like bulls, you probably like how straightforward Tauros is.
As a bull, Tauros is 100% male in the pokemon games, which means you can only get a baby Tauros if it breeds with a Ditto, even though a 100% female cow pokemon would be introduced a generation later. Pokemon reproduction is pretty messed up.
